You don't specify your other components. I'd guess that either a VRM on the mobo is fried shorted, or the PSU is being overloaded and can't hold up its end of the log. When did this system last work?

Had it last running nearly 6 months ago before it mysteriously died out. I had just reinstalled Windows on the computer and installed updates through the Microsoft website.
What are the rest of your parts? Other than in an office build, a 250W PSU is rather small by today's standards, and capacitor aging could have brought it down further.

Computer is an HP a630n with a Pentium 4 775 socket @ 2.80Ghz no ram installed/no hard drive/stock graphics.
