4 pin fans not working on 4 pin pwm headers on the motherboard

Hi guys, I've realised that my four pin fan headers don't seem to be working on my motherboard. It's a Gigabyte Z97P-D3.

When I plug four pin fans into the 4 pin headers on the motherboard, including the 4 pin CPU fan header, the fans just don't spin up. They do work, however on 3 pin headers. But this means running at the max RPM and it's annoyingly loud. The headers must be working some way though, because I use one to power my CPU watercooling pump, but at the same time it won't power up a three pin fan.

I'm really confused. Thanks in advance for any replies.

On page 23 of your motherboard manual it explains fan settings, check those to ensure they are enabled and the settings you desire
