More info needed. Which CPUs, and what are you using them for?

Also, many OSs need extra licenses for extra CPU sockets.

That's what I meant; newer 4 socket processors would have 8C/16T or more.

The processor(s)-core(s)-thread(s) relationship(s) is/are mostly depending of its/their main use.
Some things may require more cores and threads,while others won't.
Is very important for us to know the job intended for that CPU.

It probably doesn't matter because they have to be something like an Xeon E7220, 7150N, etc. Any new 4C/8T processor will perform better,.

Double the number of cores could still make a difference, especially if the 4C8T chip is something like a 1st gen i7.

Because it all is on a single CPU it probably would still be better. I believe the question is purely hypothetical because nobody would use a 4 socket server at home and they most likely have been retired from enterprises.
