4 RAM slots not working out of 8 on 2005 Apple G5

So my half of my G5 RAM slots are not working. When In the System I get this error in self diagnostic.

Last Run: 01/01/1970 01:00
Result: Failed
Failure type: Memory
Memory slots: DIMM0/J11, DIMM1/J12, DIMM2/J13, DIMM3/J14

I went ahead and tested all ram slots and determined that the ones without RAM in the picture below are the offending slots.

Could this be broken slots or is this a fixable issue?

Some motherboards require certain slots to be populated first if not all slots will be filled.
Your motherboard manual should tell you.

If your problem is that ram does not work if all slots are filled, it is likely because all the sticks are not from a single matched kit.
