Question 4 sticks of ram installed, but only getting 2 of 4 slots used on task manager

I have 4 G.Skill Ripjaws V Series DDR4 ram @ 8GB each on an ASUS Z170-a ATX LGA1151 mobo. and all 4 of them are installed correctly on the motherboard. In BIOS it says I have 4 sticks of ram installed at 2133MHz @ 8192MB each. A1, A2, B1, B2 all filled. But when i go to advanced bios, it says i only have 16GB of ram available. And when I login and check task manager it says I only have 2 of 4 slots used. When I go to "about this computer" is says I only have 16GB (15.1GB usable) of RAM installed. I've done the google digging, and did the trick with "msconfig" and "maximum memory" but even in there it only says 16384 instead of 32-ish. I've reset my BIOS to default to clear any OC I may have done. I've swapped the sticks around in all possible combinations and I'm always getting the same amount, so the sticks are fine. I'm kind of at my wits end trying to figure this out. (and the funny reason why I figured out i was having this problem is because i couldn't load all my mod assets in Cities Skylines because it was exceeding 16GB of ram so CS actually told me I was having this issue.)
ANY suggestion will be appreciated, and hopefully someone on here has a solution!
