filter by cpu and memory in task manager to show the highest users of the two at the top and see whats taking all those resources. If you only have 4 or 8gb of ram, 40% usage is pretty normal.

List your details:
1) Windows version (i.e. W10 64-bit, W7 32-bit)
2) CPU (i.e. i3-6100)
3) System memory amount (i.e. 8GB)
More than 40% memory usage is common in idle as it buffers data for working programs or ones it anticipates you will load based on usage history.
More than 40% CPU usage is unlikely unless it's a really low-end, older CPU.
However, higher CPU usage may last for a while if it's doing anti-virus, indexing or other tasks. Normally that goes away with minutes though if it persists past a day it's an issue.
*You can also open Task Manager->Processes to see what programs are using up CPU (put in order of most to least). If you don't see a program that explains the CPU usage then it's probably a Microsoft application as they aren't all shown.
Yeah chrome will use a ton of that ram, and it also usually wont show it in task manager without additional digging.
My definition of "idle" doesn't include a web browser, however higher CPU usage would make sense if he had one running.
Google Chrome is in Task Manager (sort of) but it's split into pieces so that each TAB gets its own process to improve stability and prevent one tab freezing everything.
The easiest way to see its impact is to monitor the MEMORY and CPU usage, then close Chrome and see how much both drop, though CPU and Memory usage can vary a lot depending on what tabs are open.
I had only FOUR TABS open once and it used 3GB of memory by itself. ?? Probably a memory leak with new ads etc opening up but not flushing older data.
