40% GPU usage in all games

I get 40 - 50 % gpu usage in game like csgo and pubg with hilarious framedrops.
pc specs:
Core xeon X5450
Gtx 670 2gb
4 gb ram
Help would be appreciated.

Its becouse your cpu is realy bad and bottlenecking the system.

But It is a capable to support a Gtx 970.BTW anyway to stop the bottlenecking like upgrading ram or stuff?
