40% Idle CPU Load

Currently my CPU (i5-4670k) is currently at ~44 Idle CPU Usage. Here is a cap I took of it right now: http://i.imgur.com/X1jxuSr.png

I tried several times to shut down the Service Host, but it keeps coming back, I don't really know what to do since with only half of my CPU available i'm limited on what I can do.

svchost.exe is a process that runs all your services, so it really can't be turned off. You should check your services, but's it's common that svchost eats cpu. Try restarting PC.

according to the screen, something is using the internet. And it looks like google chrome is open on the computer. Matter of fact, it looks like MANY things are open using the internet.
