400$ budget is this good for light gaming (wow/D3/CSGO)

The display is only 1366 x 768, so the integrated GPU won't have to work as hard as it would at 1080p. That being said, this is a pretty low-power APU, the performance isn't going to be great. You can probably expect to run games at low at least, I would look up reviews and benchmarks of that APU to get a better idea of its performance. (Make sure these benchmarks are at 1366 x 768, not 1080p)

Save up a bit more and get this, great value.

Edit: I now see that you asked for a laptop, however with a $400 budget you're not going to find any laptop capable of playing those games. You might get CS:GO running at 30fps, all lowest settings with resolution turned all the way down on a lower end laptop, however the other titles not so much.
Your only chance is a desktop PC.
 
Well, wait a minute, does the OP require a laptop specifically or is a desktop also acceptable? If a desktop is acceptable then I 100% agree that that is the way to go for gaming performance/value.
