Butremor's build is right on for your requirements, but the PSU and Case can be substituted for lower quality cheaper ones in this build.

A higher quality PSU is not needed for a build that requires under 200w of power. This cheap Rosewill 350w will do just fine.

I decided that i will just use the old dvd burner so took that off the list ..
As for the cpu ... i will be sticking with this one and will be using the onboard graphics its a AMD Radeon HD 4250 graphics so thats good enough since i wont be gaming....just watching blu ray 1080p videos..
I don't understand why switch to cheaper quality parts when i can get high quality parts ?? That will still fit within my budget so i left the psu and the case the same..
And @djangoringo very nice build but i really want the AMD Phenom II x4 965BE so cant swtich the cpu but very nice !

Even for bluray videos that build is not that good if you play with software like madvr + lavfilters or 3d bluray that onboard really sucks only the cpu holds, i'd go for the build AMD A10-5800K or the intel one it is more balanced, you wont be needing that case with a micro atx board and no gfx card or need of cooling.

If i get a new apu i would have to get a mobo that fits it as well since my pc is 7yrs old ... socket 939.. lol ...

I was saying that when the PC I showed you gets old, you could just get a newer APU. You can watch 720p videos perfectly fine with the APU I showed you. If you aren't going to be gaming, there is no reason to get a discrete GPU.
