$400 Budget pc

is there any way to build a pc that can play games with a budget around 3-475 bucks including OS... i have a buddy wanting me to pick out parts for him but its kinda hard for me since the lowest i usaully go is $700.. all he is gonna use it for is just games and school work..

the build will need everything except a CD-Drive

That one looks great actually, the GTX 650 will beat the APU greatly. I just threw this PC together really quick so that you could get an answer quickly and that you could see what sort of hardware that you would be working with. The APUs are great, but I usually don't use them personally. I would personally go with the build that you have through. After a little time at PC Part Picker, I came up with this (7770 GHz Edition will beat a GTX 650 along with the i3 3220): http://pcpartpicker.com/p/1Cp1l
 
If it's intended to be upgraded a better case such as a Thermaltake V3 or NZXT Gamma would be better but if not then for this budget I would go with

For a grand total of $466.92. So a few bucks in your max 475 budget to buy some case fans 😀.
 
While I put together a rather bare build the PSU can support a much better GPU down the line and you can always overclock the 750k provided you use a good tower cooler. Of course you may be limited to those with 92mm in that case as 120mm ones may prove a tight fit ^_^. I think it's worth it to spend a little more money on the Gamma case or something if that's a consideration
