Question $400 buget build for new gpu

Hey guys so my brother just got me a new gpu the rtx titan and my current build doesnt do it ANY justice at all. It's a fx 6350 black edition ddr3 running a ddr6 gpu.... So i have a buget of $400 to build around it, any help would be awesome i already have a psu to so price can focus more on cpu's mobo's and ram
