My current pc specs are as follows.
I have $400 to upgrade my pc and I am hung up over whether to get a second 1070 or selling my FE and getting a 1080 or 1080ti.

I would guess around $800-$900, considering it will be a gimped titan xp and those are $1200.

It will be interesting to see how it squeezes in between the 1080 and titan xp considering the performance gap between those two is already pretty tight.
Wait for the 1080ti or to see what AMD's Vega brings to the table. Which will probably be about the same time. Depending on what Vega brings it's very possible nVidia may need to at least drop prices on the 1070's or 1080's, possibly price the 1080ti lower. We really don't know what AMD has up their sleeve but it's obvious nVidia is holding the 1080ti to be a spoiler.
