I have $400 to spend on upgrades. (Cant sell old parts so I only have $400ish to work with)

I live in the united states and I use sites to buy parts on Amazon, eBay, etc...

I am looking to upgrade on parts that are needed. I use this pc to stream on twitch and play games.

I don't have an SSD as well.

My current case is hard to use with my big PSU cords Photo below. Pretty much my cords cant go in the back of my case without my case popping out like it does, so a new case would be nice as well. BUT I mostly want to get all the important parts first before things like that. Do you think my pc needs a new CPU to stop Bottleneck?

Any help would be very nice.
