[SOLVED] 400 w not enough?

Im about to upgrade some computers and one of them is a used hp pro 3500 with intel xeon e3 1270 , cpu confirmed working in other system . Using
a 400 w be quiet system power 9 psu . I tried both xfx radeon rx 570 4 gb and geforce gtx 1060 the 1060 working in another system. Both show
same signs of small artifacting and some shimmer in games i tested. running valley test score it scores normal score on high settings without
any problems and both cards is also smooth with good fps.
I guess this could be driver related but the artifacting shows at exactly the same Place so im suspecting some other part of the system. right now
my suspicion is psu even though 400 w should be enough . possible that gtx 1060 and rx 570 draws more power than advertised?
ram 2x4 gb is also tested in Another system without problem.
i tried both hdmi and display port on both cards with same result. From what i can see its not the Graphics card that is the problem since it happens
with two cards and even another one i tried.
I read alot about people getting problems like this after the latest windows update conflicting with drivers. any ideas appreciated. thanks
