NVidia recommends a 450watt PSU.

No, this is a very basic PSU intended for office-type machines. It would be inappropriate to use with a GPU that requires supplementary power.

The card requires a 8 pin pcie connector which your psu does have.
The nvidia requirement of 450w is based on using a i9-10900K processor with a tdp of 125w. (from note 3)
If using a more modest 65w processor, you could work.
The psu looks to be an older model with a minimal 3 year warranty.
Not a great indicator of quality.

What is the make/model of the rest of your parts?
Are you certain that you need such a graphics card?
