403 error when entering IP address?

My family was compensated for not having WiFi for a week by being able to choose a new router, free of charge. We are now on 2.4Ghz and I want to change that and other settings. Problem is, however, when I enter the IP address I get a 403 error and told it is forbidden. I am using windows 8 and nothing online has helped. How can I resolve this?

EDIT: The router model is a Netgear N600, the IP address is 88.110.72.0
the provider is TalkTalk and I get roughly 15Mbps down.

You have to connect to it via an ethernet cable.
And it is OFF for good reason. This means that no one can change it without being physically connected, rather than an idiot neighbor that happens to figure out your password and do it wirelessly.

Then, in a browser, enter the settings page. Generally, 192.168.1.1 or similar.
Then enter the username and password. This is probably printed on the bottom of the router, if you have not changed it from the default.

Honestly if it's too much trouble just forget about it. I only wanted to change the GHz which i can live without. Thanks a lot though :)

Right. You're trying to go to the wrong URL.
You don't want 88.110.xxx.xxx. This is the public IP address, not the internal admin address of the router.
You want 192.168.1.1 (or similar)
