Question 4060 ti stuttering

I'm having a lot of problems with stuttering, my motherboard is pcie 3 and the processor is heating up a little, would that be the problem?
my setup:
Ryzen 5 5600 (Non-X)
Asus TUF Gaming A520M-PLUS WIFI
rtx 4060 ti 8gb
2x DDR4 XPG Gammix D10, 8GB 3600Mhz (16gb ram)
Cooler Wraith Stealth (stock cooler)
PSU: evga 600w

CPU cooler needs an upgrade and most likely the PSU too.

What temp is your CPU running at when it stutters? Does it stutter when booted up from cold? What resolution are you running at?

1080p, it reaches 90°C, but even at 70°C ~ 80°C it stutters

What exact model? EVGA has some garbage 600w units.

Yeah, that's one of their gaebage groupregulated junk. Replace it!

gtx 1070, never had a problem with this gpu

Did you delete the Geforce driver with DDU before installing the new GPU?

I changed the cooler, I borrowed it from a friend, and it turns out that it has improved a lot, there are still some stutters but it's much less, that must be normal
