Question 4090 performing very bad on startup. Having to reinstall drivers every day

I recently installed an Asus tuf OG OC 4090 in my system and am having trouble. I can play games and the system performs as expected. After a computer restart or wake up, the card starts to perform so poorly that I am only getting 90 fps in spider man remastered on dlss ultra performance with frame Gen and the gpu usage is very low. If I reinstall the drivers it fixes it for a while but it always happens again. The card is paired with a 7800 x 3d, 32gb ddr5, and a new 1000 watt psu. This same system was working flawlessly with my old 6900xt. DDU has been used multiple times but the problem persists. Motherboard is gigabyte b650 eagle ax. Please help if you can because this is very frustrating

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
