Question 4090 screen flickers and sometimes fully locks up

been dealing with this problem for months and i have no idea how to solve it. the screen will flicker and then either stop flickering and black screen only way to get it to recover is unplug DisplayPort cable and plug it back in. in event viewer i get two different nvlddmkm errors.

Thinks ive tried
-fresh install of windows 11
-ddu clean driver install
- tried both gpu bios
- rma the gpu twice second time they said couldnt replicate issue
- tried a different pc with a different generation of hardware
- disabled xmp
- ran memtest
- a couple other things i cant rememeber off the top of my head

PC Specs
i9 13900k
32 of corsair dominator ram (5600mhz i think)
samsung 990nvme ssd
new psu from seasonic with the pcie 5.0 cable (Vertex gx 1200w)
asus prime z790 mobo

none of this happens with my 2080 ti for reference

BIOS version for your motherboard at this moment of time? Speaking of motherboards, might want to pass on a link to the board you're working with.

When reinstalling the latest GPU drivers, do so in an elevated command, i.e, Right click installer>Run as Administrator.
