Question 4090laptop getting poor fps performance on gaming

So I have an Alienware m18 4090 13th Gen Intel(R) Core(TM) i9-13980HX 2.20 GHz with 64 GB of RAM,4 TB of storage, the system is Win11 Pro. somehow while I'm in games such as Cyberpunk 2077, The Witcher 3, War Thunder, etc... the presetting is high since I got a high-performance one, but the fps in the game really shouldn't be as low as 100-200 right? lowest could even be 85 at some moment. so what's the problem? I searched what others look like while in-game performance, its like around 200-400fps. please help guys!!

Temperature and power are going to be important here.

When plugged in it is still possible for the CPU and GPU to pull more power than is available, and they will throttle back. You may even see the battery drain while gaming. This can potentially be solved with a larger external power supply. If you did your testing on battery only, then it isn't going to reflect what the typical testing would be like.

If the CPU and GPU are getting warm enough, they will throttle back. You can help this by elevating the laptop so it has clear paths for intake and exhaust.

Unless you replicate the exact conditions those people did, you could be looking at a cold boot directly into gameplay or a heavily airconditioned room with cooling pads under the laptop. You did not mention the display resolution, and you would have to replicate the exact game settings they chose on the same exact model of laptop or a direct comparison. And every CPU/GPU is a little different.
