4096 X 2160 On a 3840 x 2160 16:9 TV SO CONFUSED

I've connected my pc to an LG 49UH610V, on lg's website it says its native resolution is 3840 x 2160 (Aspect ratio of 16:9) but Windows 10 is saying the recommended resolution is 4096 x 2160, which looks fine and is covering the whole panel(in radeon settings I've set it to preserve aspect ratio). I get black bars when watching 4k youtube videos. When I set it to 3840 x 2160 I get small black bars on the sides in normal windows desktop. Why is this happening??
