Any rules specific to Combat Patrol are in the Combat Patrol rules in the
rulebook. You'd be hard pushed to squeeze allies into an army that can only
take 400pts of units, given that the allies rules state you have to take the
base requirements for the army from the main list (whether you interpret
that as 1 HQ + 2 Troops or just the 1 Troops for CP is another matter, but
if it's the former there's not much left to play with).
However, there is a line in the rules that suggest allies are not allowed:
"You may spend remaining points from anywhere in the Codex"
This could be interpreted that you can't take allies because they are not
items listed in the Codex for the base army. However, you could also argue
that the DH and WH codexes do have the information for including allies and
therefore could take them. Not sure whether this would result in open
violence if tried though.

Haven't tried myself, but I had a friend try with GKs in power armour -
they're tough little men, but you don't get many.
