450€ budget pc

I want to build a gaming PC, but I have failed. My budget is mostly 450 euro, but I need 1080p 60 fps on medium settings on my favourite games-Overwatch, Fortnite. Also, I am in Europe, so the prices are in euro. Thank you!

P.s. I don't mind if GPU is second hand.

Your expectations are a bit high for your budget, with the build I posted above your looking at like medium settings to keep FPS around 60.

Is it enough for 1080p 60fps on high? Also, the GPU is 100€ second hand in Bulgaria. And the PSU is like 35€, it is Cougar VTE500 500W bronze 80+

Well you don't want a lower end unit ruining your computer do you? 80+ & 500W means very little as they have no affect on the quality of the unit. The biggest problem is that there isn't much info nor reviews on that unit which personally I wouldn't take the risk.

For that cost, I would not trust that power supply to be any good. Unless it's an older model with rebates or a clearance, you would be in the 60 range for a good quality power supply 500-600 watts. I think the only decent power supply I have seen in the $40 or so range is the Seasonic S12II and M12II models that drop down that low with rebates.

It is well worth the extra money for a PSU that is confirmed from multiple sources to be high quality, and well known.

All that the Bronze and 80+ tell you is about the efficiency rating, not whether it's a high quality or a reliable unit.
