450 dollar build

Solution

I3 4150 is a haswel refresh processor so it will be not supported by most of the h81 board without a BIOS update so before buying the motherboard check that whether it has Bios version 1.6 or higher.
Get 2x4 gb ram and a 550 watt PSU everything else is fine.

You can look at this build i have just edited a few parts.

I upgraded the RAM. You should use two sticks for dual channel. I also change the PSU to a better model.

Came in $30 over budget, but this is about the cheapest you can go for good components.
