Looking for a PC for $450 or under.
DISCLAIMER: I don't actually need an entire PC for $450, more specifically I need:
CPU + CPU cooler
Motherboard
RAM
Hard Drive (Already have an SSD)
Case
Power Supply

My GPU is an RX 580 8GB and I have a 144hz monitor
I don't care much about aesthetics and I would prefer maximum performance.
16GB RAM would be a plus
I live in Houston TX and while I would prefer to purchase online I am willing to drive to the local microcenter

Solution
This is what I gathered up.

2200g is within 20 dollars of the 1200. has higher clock speeds and an integrated GPU (never hurts). keeps you within budget with a more modern CPU (that may hold its value better than the 1200 if you eventually upgrade)
