450w PSU and Gigabyte Gtx750ti

Can my 450w PSU handle the Gigabyte Gtx750ti oc edition ?

Yes it will. I'dd recommend getting a better PSU though. Cheap PSUs can be dangerous.

Considering that psu can't even output 200w on the 12v rail and its extremely low quality i highly doubt it it will reliably power a 750ti. That PSU is a cheapo generic and should not be used to power anything, its a danger to the system at any load.
