I have a Dell 4600 and last night I turned off before I went to bed.
When I went downstairs to get something, I found the computer on.
How could the PC turn itself on? I bought a new surge protector on
Sunday and installed. I left it on. Is it better to power the
computer off, leaving the surge protector or turn the surge protector
off after the computer shuts off? Also, their are no antivirus or
other utilites scans set up to run overnight.

You probably just hit restart instead of off. It is ok to leave the surge
protector on.

Was it plugged into a phone line or network card - some machines can be
turned on by "wake on ring" or "wake on lan"

Good point. It happened again this morning. Yes, it is plugged in to
a phone line and the modem will ring when the phone rings, but we
didn't get any calls during the night. Cable Modem is connected to
network card. I'll check the settings. Although, it stayed off during
the day when I'm at work
