4770 spiking upwards 15c every few seconds

I run a I7 4770k CPU (NOT OVERCLOAKED) I noticed a while back my temperatures would spike. (so I bought a good cooler and it still happens, just at lower temps) My cpu will flicker around 38-40 c while I do stuff and every 10-30 seconds or so it will jump up to 51-56c give or take. sometimes only up to 45c....

I have no idea if this is normal or what. I thought it was the program so I tried 3 of them. Any advice, help, please. I need to know if this is okay. It worries me. (safe to OC?)

(as I was writting this I thought maybe it is one of my hard drives? I plugging a HD in from my laptop that i'm sure is dying , its a slower speed (prob 5200) would that be a cause?)

If your temps spike don't dare oc because you don't have a stable temp to be sure it wont go over the temp range you want it to reach to be safe, i don't think it has anything to do with your hdd dying also it might be something related to the attachment or application of the thermal paste

Well I had a cheap coolmaster on it before (was waiting for a better cooler down the road) I had hte spikes then, and with the newly applied cooler I get the same issues.

Alright, spiking or any other temperatures phenomena's are usually fine unless the CPU is actually having any technical issues.

Here is how you should diagnose your CPU & check if the cooler is working properly:
1. Install CPUZ, Aida64, HW Monitor.
2. Check CPUZ & make sure all the information is correct for your CPU.
3. Turn on Aida64. Make sure all other programs are not active. Press the stress test icon (icon of a graph) & press start. Go to the monitor tab. If the Max CPU Core temperatures are above 88C immediately stop the stress test by pressing stop. If it is under 88C (max temp tab) go back to the main tab with the graph and see if your CPU is throttling. If not go back to the monitor area and keep watch of the average and maximum temperature of the CPU cores while stress testing.
4. You can use HW Monitor to monitor your CPU temps later on when using CPU heavy programs.

Run an AV scan. It maybe that you have miners or something on your PC. Use Malwarebytes and Avast.

one thing i forgot does this happened with a clean install of your system too? you should have told us that about the virus i dunno never have seen one that does that but its worth a try
