I have an Intel Core I7 4770K with no overclock and it is getting up to 90c+ in games such as CS:GO & Arma 3.

GPU: GTX 980 Palit
Motherboard: ASRock Z97 Pro4
PSU: Corsair CX600
Case: Corsair Carbide Series SPEC-03 with 3 fans 1 is pulling in air from the front and then 1 at the back pushing air out and one at the top pushing air out.

Thank you in advance.

Solution
I've heard that the i7-4xxx CPUs ran hot at peak load with the stock cooler. I think Intel could have opted for a better cooler. So, your solution is probably to get an aftermarket cooler to solve the temp problem.

Too hot! Would agree a cheap watercooler would be ideal and good paste! Also sounds like case cooling is setup wrong! Remove all panels and try again, if temps alot lower then your fans not setup correctly!

What aftermarket cooler would you recommend under the £30 mark?

The CM 212 EVO is the old standby: http://www.amazon.co.uk/Cooler-Master-RR-212E-16PK-R1-Performance-Universal/dp/B0068OI7T8/ref=sr_1_1?s=computers&ie=UTF8&qid=1459458859&sr=1-1&keywords=212+evo

But you may have to remove your M/B to install it unless you have a large access opening on the M/B tray you can access the back of the board with. If you won't be OC'ing that CPU to extreme, you can opt for the easy to install Hyper TX3 Evo: http://www.amazon.co.uk/Cooler-Master-RR-TX3E-22PK-R1-Performance-Universal/dp/B005HIRDUA/ref=sr_1_3?s=computers&ie=UTF8&qid=1459459121&sr=1-3&keywords=212+evo

I have both. And the H60 AIO cooler in my sig, but it is beyond your £30 price limit.

How many fans? If 2 then i would be guessing its not high enough air flow. When setting my cooling up I spend quite a few hours getting it right, optimum cooling stops the mobo chipset overheating also, better performance! I've even resorted to cooling the back of my mobo as my cpu socket temp was too high causing spikes in performance (bf4 would lag sometimes)
