4770k speed mystery

Hi there, I recently built my pc, but I am having a few problems. So I have a 4770k, and I overclocked it to 4.6GHZ on all 4 cores. But when I use Samsung's Magician software, it says that I am only running at 800Mhz on my CPU (as shown here: http://imgur.com/5MIulfx,9pFImnF#1 .) I then checked my system settings and again it showed that it was only running at 800Mhz (as shown here: http://imgur.com/5MIulfx,9pFImnF#0 .) I am kind of new to this, so I have very few ideas, so if anyone can help I'd be incredibly appreciative.

Solution
I noticed you mentioned that you steadily increased it to 4.6
was it displaying 800Mhz before that? like at 4.5

I find it impossible to be running 4.6 at 36-40 under moderate load
as idle on stock settings for the 4770k is 30c (but then again temps on idle are inaccurate)

When a chip has nothing to process, it will lower its clock speed to reduce power consumption and heat generation, and then ramp back up when there is work to do. That may be what the software is reading.

It wouldn't say that in Windows System Properties though.

To the OP, did you do any testing whie overclocking? Or did you just gun it to 4.6? Have you done any temp readings with programs like HWinfo/HWMonitor? I've heard that many haswells hit a thermal threshold at about 4.3, so if you've gunned it to 4.6 you could be killing your chip, and you're thermally throttling.

I see, that makes sense. What is a solution? I tried running Prime95 , but it didn't make a difference and I checked the power settings and it's on balanced.

You're power settings on balanced shouldn't matter if it's still the same while using prime95

Could be a bios setting, or could be throttling as jook-d said.
4.6 is a 1.1Ghz jump which is A LOT in my opinion. unless you're running some good custom water cooler

what's your voltage at?
and does it say 4.6 in the bios?

did you set the overclock at next start, on boot, or what setting.

HWinfo is saying that the ThermMon is ok on all 4 cores, but I steadily clocked upwards using prime 95.

I am using a h100i in Push/Pull, I haven't seen any temps over 80 yet, averaging 35-40 under moderate load, so I think it's safe, but I am still kind of a novice with this kind of thing.
