4790 w/ GTX1080 Low CPU and High GPU usage

My specs are as follows

i7 4790 (non k)
GTX 1080
Windows 10
16GB 1866 RAM
Running games from SSD

In games like Battlefield I am having an issue where my GPU will be running fine at 98-100% but my CPU is majorly slacking at 60%. The temps are fine so there's no throttling but I don't know what the problem is
