4790K @ 4,6GHz 1.35V with good PSU - Is it possible it's burnt?

PC restarts itself before and after POST.

Components:
BIOS battery replaced with new one - BIOS settings resetted and running all components at STOCK.

MOBO: GA-Z97-Gaming 3 ver.1.0 - BIOS ver. F8 - latest
CPU : Intel i7-4790K - used to be run @ 4.6GHz 1.35V - OC could've gone wrong, but CPU wasn't even going above 70°C
Cooler: SilentiumPC Fortis 2 HE1224 - the one with backplate
RAM : 2x4GB Kingston HyperX Predator 2400MHz
PSU : Corsair AX1200i

Start switch is not shorten - checked.

Man at diagnostics told me he checked MOBO and PSU already - he thinks it's CPU.
 
The thing is that I'm able to boot up after few reboots and it works good (as you can see in the video). How's it possible then that I've cooked it? I think it has to be something else...
 
They told me that they've put other CPU inside and stresstested it (iI don't know what was the purpose), but it didn't reset. They've put my CPU in theirs PC and it did reset itself so it's 100% CPU. The thing is - how am I possible to pass Intel Processor Diagnostic Tool test if it's broken? I'm writing this post using mentioned CPU - it booted to Windows after ~10 reboots.

I'd say super stable - running prime95 on it right now.

EDIT: I'm not sure, but after installing Intel VGA drivers system stops to boot up (I can see mouse on the screen, but can't move it - it's probably the issue).
