4790k 4.6ghz at low voltage

As far a I saw people reach 4.6ghz at about 1.265 Core voltage but my results are the and the CPU is stable. (2Hours of OCCT, 10 rounds of intel burn test, 5hours of Bf4 and 3hours of video rendering) didint have any problems.

Those seem completely normal...
76C isn't dangerous though, so you don't really need to worry about it unless you want to overclock even further. You can try replacing the thermal paste if you're worried about it.


I had some trouble puttin the cooler on because it was my first time doin it so I guess if I would re do it I would get lower temps but I'm fine here for now.

EDIT: Checked the indle now and its 29-32C.
 


I guess this will dail in the settings itself and I don't really like that.
I much prefer doing everything myself in the bios.
 


No, it doesn't work like that. No "Automatic" settings. It only changes those settings which you manually enter - just like in the BIOS. The thing that I like most is that there are many changes that you can make immediately when you click the "Apply" button. Saves a lot of time that would otherwise be spent on waiting for the system to reboot.

The PH-TC12DX is smaller and will perform worse than the Noctua NH-D14 but I'm pretty sure you can reach 4.6ghz with acceptable temps,
 


Is that 0.54 v. at idle or under load?

There is a setting in the BIOS which will allow the chip to vary Vcore based on perceived loads. Intel calls it "Power Optimization" This will reduce Vcore to <1.0 v. at idle. When the load steps up, so does Vcore. This could be why your only seeing 0.54 v.
