I have 4460 and I really want to upgrade right now, I'm planning on getting the 4790K since I dont have to sell my Ram for 4790K. is it still viable for gaming? I mean, most of the time people will comment that I should get the 6700K since it a new architecture and it is using the DDR4 Ram.
Youtube also shows that 6700K vs 4790K game performance is about 10-30 fps per games but someone told me and explained that those reviews are using the Titan X or 980Ti to show the performance difference of those cards. He also explained that if the 4790K and 6700K will use the GTX 1060 which I'm currently using will show no difference in FPS performance since both of the processors are using the full potential of the GPU on games (maybe except for CPU intensive games) but guys can you explain it further for me? because I'm not so sure if I'm making the right decision on getting the 4790K + z97

what are the pros and cons of 4790K and 6700K against each other?

PS
KabyLake is about to be released but I'm not interested with that since it is going to somewhat 5-10% improvement against 6700k , and it is going to be more expensive and as far as I know, i7 7700K will not work on Windows 7

Solution
That is correct. A 4460 will easily match with a GTX 1070 for gaming purposes. You would see maybe a 1%-5% increase by moving to an i7, depending on the game, not worth the money considering you already own the 4460.

A better question, however, is do you have a monitor that can handle the kind of horsepower a 1070 is putting out?

I second that, I have a 4460 paired with a GTX 970 and it is the stronger component. Like your point about the Titan X the 4460 will not show any noticable difference in lower-high end cards. I would guess you have a H81/87 motherboard and you would need a Z87 to be able to overclock the CPU.

so it means that I don't need to upgrade the CPU to 4790K
and it also means that 4460 can handle 1070?
because I can use the money to get 1070 instead of 1060

Good question buddy, I'm about to purchase a monitor this Saturday or Sunday and up until now I don't have any idea which one do I choose. it's either:

Asus: VC239H IPS 5ms
Benq: EW2440L IPS 4ms
Benq: RL2455HM TN Panel 1ms
LG: 24MP58BQ IPS 5ms

Both are 1080p and I dont have any plans on getting a 1440p
I'm planning to get the 1070 founders edition ( I just like the design LOL) but maybe 1060 so that I can upgrade to volta which I think the GTX1080 Ti performance is equivalent of future GTX 1170 with much cheaper price and I think Nvidia will work on HBM memories and DX12 Vulkan/Mantle (I'm actually an AMD GPU fan but I can't wait right now on RX 490)

Those are all 60Hz 1080p monitors. A GTX 1070 can power a 1440p monitor well above 60 FPS. Even a GTX 1060 can power 1080p well into the area of 144 FPS. Basically, you'd be wasting your money on a GPU that strong.

If you want to stick to 1080p 60Hz monitors just get a 4gb RX 480, it will handle any game in 1080p at around 60 FPS (except maybe Witcher 3). Otherwise stick with your original plan of getting a 1060 or 1070, but get a 144Hz monitor or go to 1440p.
