Hi guys,

My 4790k seems to be always at ~4.4ghz (looking at task manager) even at complete idle (<1% utilization)

What gives? Are the new haswells different in this regard?

Solution
Which power management plan did you choose in Windows' Power options? If you chose "Performance" then the minimum CPU power state is 100% which means no power-saving. Under "Balanced", the default minimum state is something like 5%, which should let Windows dial the CPU clock back as far as it can go.

@InvalidError that's a good idea, I obviously have a desktop, but you never know if windows 8 decided to use "maximum performance" it worked before which is funny (new build)

+1 on that. Check this especially if CPU-Z shows you as not throttling down.
