4790k oc to 4.8 at 1.315 but in cpu z shows Very loww like 800

You have speedstep enabled.
That is good, it allows the cpu to loaf at a lower multiolier when it is not under load.

But... I suspect you have a fixed 1.318 vcore.
With adaptive voltage control, that would also reduce when the multiplier was reduced.

FWIW: I think you got a better than average chip in the bin lottery.

It is difficult to navigate a bios that is unfamiliar to me.
I suggest you use google to look up speedstep and adaptive voltage in your motherboard to find the precise entries in the bios that need to be changed.
It is not something I do every day so I forget.
