4930k Turbo problem

I'm on 4.4Ghz stable with 1.32v
when i run prime95 it runs 4.4 and when i game its 3.4 how is this possible??
when i disable Intel SpeedStep Technology it go's to 4.4 when gaming but when idle normal it go's to 1200mhz and now its jumping back and forth between 1.9/2.6/3.2Ghz
is this a bios thing or something with the windows software/drivers
my bios is 4804 and i have the latest drivers for windows installed

The CPU is designed to downclock itself when not needed to save power. It's normal.

But i had ha 3930k in the same mobo with bios 4206 i think and in games it ran 4.4?!?!?
That's the odd thing about it
