4gb ram 1600mhz 1.65v won't work on x64 (looping boot on windows logo)

I've been reading around your awesome site where i learned alot of things but i just can't find the solution for my problem.

I'm currently using 32-bit windows 7 OS, Intel Core i3 540 @ 3.07Ghz 3.06 GHz.Bought a Kingston hyperX blu 4gb stick with 1600Mhz and 1.65v, placed it in and worked fine with 32-bit OS. I then installed 64-bit windows 7 OS but after the final restart it just keep on rebooting on windows logo. Tried my 2gb ram and it worked but the 4gb just won't.

I wonder if there's a problem with compatibility here.

I'm new and still learning and hoping you guys can help me out.

kinda strange. leave the 2gb ram in, go in bios, enter in settings for the 4gb set (specifically voltage and frequency), save, shut down, and finally put in the 4gb stick by its self.
if that works, try the 2gb stick in addition to the 4gb stick. if that fails, chances are the motherboard you have doesnt like that arrangement of ram which may be the sign of a slowly failing mobo.

im pretty sure (butnot 100%) that socket lga 1156 was the last of the intel cpu's that the mem controller is incorporated into the mobo, as opposed to the cpu its self. that i3-540 is lga1156. just a thought

Sorry for the late response. I think I overclocked it and never heard a beep so i have to reset bios.

I've been tweeking the BIOS particularly in the performance section but it never worked.

- BUT -

I combined Tradesman1's answer and followed justaguywithagun's steps and amazingly it did the trick!
Never thought about leaving the 2gb ram while i configure BIOS and then replacing it with 4gb while the PC is off. It's weird because it would just be the same as replacing the ram>tweek bios>save and restart - this never worked for me. Now, what the hell is the explanation for this!? Anyway, that doesn't need an answer. Thank you both for this. Appreciate it.
