4gb ram but percentage reaches 90% when total used is only 1gb+

Can somebody enlighten me with that? Right now I'm checking it the total memory used is 900mb and it's on 60%. Is it right?

OS: Windows 8.1
RAM : 4gb(3.6 usable)

I'm just using the windows task manager. I could feel lags and freezes when the memory consumed reaches more than 1gb. I was expecting that it could reach up to 2gb and more before i can feel freezes because I have a 4gb memory. Maybe it's just the way it is? Sorry for my ignorance.

Try the program I suggested. I have 4 GB with Win 7 on my desktop, and it is fine.
