4k blu ray drives/streaming

Ok so... I just bought a 4k monitor and would like to take full advantage of it. My current pc doesn't support 4k bluray, but im making a new build in the coming months. So, what exactly do i need for 4k blu ray playback? Do i have to have a Kabylake cpu? Will ryzen support it? Would it be enough to have a gtx10 series gpu?

It's more down to having the right Blu-Ray drive, gpu and playback software. As far as I know there are no free players supporting Blu-Ray due to the licencing of the codec needed.

Kabylake and pascal is a pre-requisite, for no readily apparent reason.
