Hello. This coming thanksgiving of 2015 I'm going to be ordering the parts to a new gaming computer. It's all fine and dandy until I realized, I don't know which parts I should choose. Can someone please help me because I don't just need the computer I need a good monitor also. I want it to be 144hz and 1ms response time(I will play csgo not just hepatic demanding games) but the computer itself should be able to run gta 5 and fallout 4 and battlefield at 60FPS+. I have a budget of $4,000 usd and hope I can get something decent out of it
 
I'm pretty sure there's no 4K 144hz (or even 120hz) monitor out there atm. I think your either going to have to go 1440P @144hz or 4K @60hz.

This is what I would go with, its plenty of power to keep those frame rates up at 144hz @1440P giving you great graphics but also super smooth gameplay. I also decided to go with AIO's to keep temps down and will be much quieter (especially SLI).

Can you please share any components that are possible parts of this new system that you already have on hand (that can be re-purposed)? Also, I am unaware of any 144hz 4k monitors.....did you have a particular monitor in mind?
 
You want a monitor capable of handling up to 144 fps and you're happy with at least 60 fps? I've got some bad news for you. At true 4k which is 4096 x 2160 pixels no video card currently available will run any modern PC game at 60 fps. I'd advise no higher than 2560 x 1440 if you want actually take advantage of a 144Hz display.

Speaking of the display the only type that meets your exact specifications is a TN panel. Though I'm sure by the time I post this someone will have posted a build doing all the thinking and work for you. You'll feel much more confident, comfortable, and above all educated about the system you're going to assemble when you're the one that picks that parts through proper research.

Dell S2716DG is a very good g-sync 1440p 144Hz monitor so you will enjoy high quality gaming for sure.
And yes this is good enough for 4k gaming w/ good fps.
But maybe when you buy your high-end high-fps 4k gaming monitor you feel you need even more performance.
if this happen know that i7-5930K, ASRock X99 Extreme4, Fractal Design Arc XL and EVGA SuperNOVA 1300 G2 all can handle still another GTX Titan X.
