[SOLVED] 4K Gaming Pc for £1500

Recently I have been wanting to get into 4k gaming and I am meant to get around 1000 for succeeding in my exams, and around 500 for selling my current pc, but i will see how that goes but I have a feeling I will total around 1.5k. Please can someone recommend me parts for the pc, however I do not worry about stock because it will be around july I will manage to get the pc, and would it be possible to put in an RTX3080 in the pc, and a strong new CPU such as a Ryzen 7 5700x? If not then would a RTX3070 be enough to play all games at 4k 60fps with a strong CPU? Please make the pc with the max performance possible for the price, Thanks!
