The best single card for 4k at the moment is the Radeon 290x. However, the fps barely hits 30 in some cases, so it's far from playable. You would need 2x 290x to reach 50 - 60fps.

i cant imagine the cost of these right now. the monitor alone, you'll have to sell your arm for these

Single card would be the 290x, but stay away from blower/reference style cards as they run HOT and LOUD. I'd say try for an Asus, Sapphire, or HIS brand card. They usually have really good coolers and are quiet (usually). One of these cards will probably cost anywhere from $600-800 depending on what features it has.

I would get two 780ti 3gb superclocked. That would be if price wasnt an issue but this would be expensive.

I would wait until HDMI 2.0 is available on the next GPU or when DisplayPort offers single stream transport.

Currently the best single GPU option is the Gigabyte GV-R929XOC-4GD http://www.amazon.com/gp/product/B00HS866AK and should have no problem with general computer use such as web browsing, office use, or video watching.

If you want to do any gaming then you will need at least two of these in Crossfire if you want to turn the visuals up to high and have performance above 30 fps.

Also the question I'd be asking is what sort of 4K monitor do I get that supports MST. The GPU card is sorta irrelevant at this stage being that none of them support 4K in single stream transport. So your only option is to get a MST monitor. And a card that will support MST with out issues.
So many people are misguided by the fact of not knowing that there is a lack of support of connection for 4K.
So agen the only real advice you can get for 4k gaming is wait until HDMI 2.0 is available on a GPU. Don't waste your money on a card and monitor that your going to chuck out and replace in a few months time.

For video only, there are many more options. Even a GTX 750 Ti will probably accomplish video at 60fps. I don't know exactly what you would need for videos though, since my knowledge relates to gaming.

I realize later that to watch videos 4K at 60 fps (streamed from computer) on a 4K tv set, it's also necessary a video card with HDMI 2.0 output... And I think there is none at the moment. :-/

You can only get 4K @60hz via MST or duel HDMI.
Your monitor will needs to support this because no single Displayport or HDMI controller can support a 4K 60hz resolution. So technically no video card supports 4K @60hz naturally. So I would wait unit HDMI 2.0 is available on a GPU

Displayport 1.2 does 4K @ 60Hz, for example on Dell's UP3214, the best 4K screen currently on the market.

(careful: can only run at max res filling the whole screen; lower res gives smaller pictures in the middle of the monitor due to the current two-panel solution).
