Question 4k Moniter

I build a new pc with rtx 2080 ti but iam confused on moniter . I want to buy a 4k moniter but my budget is 1000$ . In this budget i see a 4k moniter with 60 fps. when i play games on 1440p and 1080p can i also got 60 fps. So iam confused in fps

Any computer monitor should be able to display lower resolutions at the same refresh rate as higher resolutions.

can i also got upto 60 fps on 1440p or 1080p

The monitor will look at it's best at native resolution, but it should be able to do those lower resolutions at the same frame rate. Check the manual to make sure.
