4k monitor but its still pixelated

More than likely it's the content. I've seen far too many 360p, 480p etc videos on my 1080p monitor that look like crud, especially when viewed as full screen, size it blows up everything to fit the screen. That means a 360p pixel now covers 5 pixels at 1080p.

You'll only get a good 4k picture on a 4k monitor with 4k content. Most of Netflix is still 1080p unless you pay extra for the 4k content versions.
That doesn't appear to be a 4k monitor, it's 1440p. Quad HD references the "HD" spec of 720p so it's 4x 720p screens. UHD, Ultra HD references the "Full HD" 1080p spec which is the equivalent of 4x 1080p screens. The specs for 4k and UHD are a little bit hazy once marketing gets involved.

That might explain why a 4k signal looks a little wonky on your screen.
