Question 4K monitor lag

I connected a 4k HDMI cable from desktop to DELL S2722QC 4K monitor. Why does everything lag from mouse pointer to opening a simple File Explorer ? I installed all relevant DELL 4K monitor drivers already. This is the HDMI cable used.

What monitor were you working with prior to the DELL S2722QC? BIOS version for your motherboard at this moment of time?

Perhaps try and use DDU to remove all GPU drivers(AMD, Nvidia and Intel) in Safe Mode, then manually reinstall using the latest GPU drivers sourced from Intel's support site, here, in an elevated command, i.e, Right click installer>Run as Administrator.
