Question 4k Monitor non-native resolutions in-game minimizing constantly.

Hello! Don't know where to ask this, but Im really annoyed and not sure what to do.
I bought a 4k LG monitor(27UL500-W) mainly for work, but I game too, and Im fine with bringing down the game resolution so that the game runs better(dont have a good enough gpu, but wanted to upgrade, but then gpu prices hit).
There is a huge problem however, whenever I run any game in non-native resolution, be it 1080p or 1440p the game constantly minimizes. It takes like 10 tries to maximize it until it stays maximized. But if I alt+tab away and try to tab back to it, it minimizes many times again as if trying to scale the game but can't. Now recently playing Fallout 4 it kept minimizing, but then when it finally maximized, the scaling was all off too, and I could see only like 1/4 of the game screen, it was like zoomed into the game not display it correctly, couldnt fix it in any way, but restarting the game. This happens with every game if I try to run it in non-native 4k res. I googled around and seems many people have the same issues, but i have found no fixes anywhere. Tried driver reinstalls,all sorts of nvidia display settings etc, nothing helps. Does anyone know how to fix this?
I've been thinking of just selling it, and downgrading back to a 1440p or 1080p display, since I dont see myself getting a card capable of running native 4k anytime soon due to the prices, but I really don't want to do that unless its completely not possible to fix this.
