Just got a 4K monitor, LG 27UD58P-B 27” IPS. I output a resolution of 1080p to both the monitor and my Samsung HDTV (I use it as a second monitor), the TV is vastly superior in color. Is that to be expected?

In 4K the monitor does look pretty good. I can sit close to it to take advantage of the 4K.

But are monitors not expected to be as good as TVs color-wise?

It may blur with the scaling but colors shouldn't be that much off from it. You could compare color with both at native res but I doubt that's it. Monitors and tvs can really just be grouped together besides having different features. They are still lcd panels and you can find tvs as small as monitors. They can perform differently as with monitor vs monitor and size and res isn't what changes color. It could just be that the samsung panel is better.
