Question 4k Monitor Wont Display in 60hz

I recently purchased a displayport cable for my 4k monitor that i bought from a co worker because i knew i wasnt able to use the 4k abilities, and then i come to realize whenever i put the monitor into 4k and 60 hz the display just turns black, my display options shows that it can see the monitor is connected it just doesnt display anything. although, it does work whenever i turn it down to 30 hz. Hope somebody could help!

the graphics card im running is a GTX 1060 3GB Singlefan and the monitor im trying to run is an ASUS PB287Q

changing things in the PIP/PBP settings only made it so another window on the monitor showed up, but even with those other monitors on it would not allow me to go above 30 hz still.

is your source DP as well? like DP to DP is the connection cable?
turn off PIP/PBP
